Ye, Captain Jack Harkness. He was actually confirmed bisexual either in a later season of Who or in Torchwood, and in both this was far from the only time he snogged a dude. In fact I’m reasonably sure that’s not even the only time he snogged the Doctor in particular.

Because casual, platonic affection is so taboo in our society that whenever anyone wants to hold a friend’s hand or snuggle on the couch, it is automatically assumed they must be after sex.  This is especially true if the person in question was socialized as a man.
